What VPS system do you use?: Our system is based on INCUS with a CEPH backend for high availability redundant storage.
Why is apt sometimes slow?: For performance/redundancy we use btrfs on top of ceph. This means fsync takes additional time. Use the eatmydata package if you're going to install many packages.
